What is missing in the article is that if you use Mozilla as your browser, you can easily switch the popups on or off. No extra tool needed (though WebWasher complements that well - I use both). Just get Mozilla, and after installing that, the Preferences Toolbar for Mozilla.
And besides you'll get a much safer browser than this security holes called Internet Explorer and Outlook Express.

For more safety I recommend to install the very small StartupMonitor. It monitors all locations in windows where programs register themself that run on startup of the system or on user login. When this happens, it asks you if you want to allow it to register. This adds some safety against Trojans.
